Open Question: 1991 Mustang Speedometer Glitching?

My speedo reads 5mph too slow, I can live with that, but also, once I reach about 40mph the needle just dumps all the way to the right and bounces around until I slow to about 20-30mph then it corrects itself. I noticed that only my speedometer and my tachometer are reading incorrectly. When my tach should be redlining, it is only showing 3k.
